A lot of guys who masturbate enough to cause phimosis will find it hard to stop as they are using it as a coping mechanism for anxiety.
The anxiety is mainly caused by thoughts of other males who have bullied you or who are bullying you. The key is to always stand up for yourself; either get an apology or stand up to the bully physically. Or you could get an authority figure. It is not weak to tell a teacher, a parent or a boss. Usually it is a group of guys vs you, so think of it as levelling the sides. Bullies are cowards as they rarely bully one on one. So if you are finding it hard to stop masturbating, ask yourself if other guys are making your life a misery and sort it out. Because without the distraction of masturbation and pornography your mind will immediately go to thinking of the bullies and the threat they pose which causes an unpleasant feeling of anxiety.
If you sort out the reason you are using the coping mechanism of masturbation and pornography, it will be a lot easier to stop. Here are some other tips though:
Taking one before bed is probably the most important one. Alternatively - place your cock and balls in the sink and splash cold water over them. Or stand in the shower and get the removable shower head and just spray up towards your ass and balls.
2. Learn your triggers. Memorise your triggers when you relapse. What were you doing right before you masturbated/looked at porn? Make a mental note and make sure you memorise what you were doing right before. Do you tend to do it at a particular time?

Once you do that it is a lot easier to stop masturbating/looking at porn and you feel a lot more in control because you can just avoid the triggers and not think about masturbating/porn.
3. If you do it at a particular time, make sure you plan something different at that time.
Get away from the computer. Have a schedule/routine. Have something in mind to do. A new hobby perhaps?
